《天津市人民政府关于修改〈天津市行政规范性文件管理规定〉的决定》已于2024年7月8日经市人民政府第52次常务会议通过，现予公布，自公布之日起施行。

The "Decision of Tianjin Municipal People's Government on Amending the 'Provisions of Tianjin Municipality on the Management of Administrative Normative Documents' " adopted at the 52^th executive meeting of the Municipal People's Government on July 8, 2024，is hereby promulgated and shall come into force as of promulgation.

Decision of Tianjin Municipal People's Government on Amending the "Provisions of Tianjin Municipality on the Management of Administrative Normative Documents"

为进一步规范本市行政规范性文件制定和备案审查工作，深入推进依法行政，全面建设法治政府，市人民政府决定对《天津市行政规范性文件管理规定》作如下修改。

To further standardize the formulation and review of administrative normative documents in this Municipality, thoroughly advance law-based administration, and comprehensively build a law-based government, the Municipal People's Government has decided to amend the "Provisions of Tianjin Municipality on the Management of Administrative Normative Documents" as follows.

将第三十一条第二款修改为：“制定机关收到公民、法人和其他组织对行政规范性文件提出的书面意见，应当认真研究，在收到意见后60日内反馈办理结果。经研究认为行政规范性文件确有问题的，制定机关应当自行纠正。”

Paragraph 2 of Article 31 is amended as follows: "When the enacting organ receives written comments on administrative normative documents from any citizen, legal person or other organization, it should carefully review them and provide feedback on the results within 60 days of receipt. If the enacting organ finds that there are indeed flaws with the administrative normative documents after review, it should correct them on its own."

增加一款，作为第三十一条第三款：“备案审查机构收到公民、法人和其他组织对行政规范性文件提出的书面审查建议，应当予以核实并认真研究，在收到建议后60日内反馈办理结果。发现行政规范性文件确有问题的，应当按照本规定作出处理。”

One paragraph is added as Paragraph 3 of Article 31: "When the archival filing examination institution receives written review suggestions on administrative normative documents from any citizen, legal person, or other organization, it should verify and carefully study them, and provide feedback on the results within 60 days of receipt. If the archival filing examination institution finds that there are flaws with the administrative normative document, it should handle the matter according to these regulations."

增加一款，作为第三十一条第四款：“情况复杂的，制定机关、备案审查机构可以适当延长办理时间，延长的时间不超过30日。”

One paragraph is added as Paragraph 4 of Article 31: "In complex cases, the enacting organ or the archival filing examination institution may extend the processing time appropriately, with the extension not exceeding 30 days."

本决定自公布之日起施行。

This Decision shall come into force as of the date of promulgation.
